While I disagree with the sugar coating that the road is wide enough and thus won’t affect traffic, I support the city trying to balance the needs of cars to those of pedestrians and bicyclists.
Add the move towards a comprehensive mass transit plan for the city and we have the makings of a metro region preparing for the next 50-100 years versus the next five.
When I worked for a scenery shop many years ago, we used a plywood blade (lots of steel teeth – no carbide) installed backwards in a table saw. It sort of melted and cut at the same time and helped prevent chip out. We smoothed the edged with power sanders and assembled the pieces using a special solvent in needle tipped bottles.
Unfortunately, I don't know where you can get the solvent.

You don't want to put your Nimh Battery in an eva foam bag. They will get hotter. Heat shortens the life of these batteries.
Any bag that will let the air circulate (and not melt),would be good. An aluminium box would be better it acts like a heat sink.( if the batteries are in good thermal contact)
If your batteries are getting really hot you might want to consider backing off on the throttle.
