Visit a local bike shop and check out their comfort and hybrid bikes….you may need to spend a tad more than $250 per bike, but by buying from a bike shop you will get a quality bike that will last you more than a season or two. Four years ago I paid $250 for a Raleigh Ventura comfort bike, it has 7 speeds and would most likely meet your needs, but I have found my hybrid (Giant Cypress), which I paid $350, allows me to ride on a variety surfaces safely. When at the bike shop be sure to ask them what they are recommending for you and if they have any of last years models on clearance..a great way to get a a quality bike for less $$.
