There are many bike shops in Varna usually sold along white goods i.e. fridges, microwaves etc.
You can buy a cheap full suspension bike for around 200 leva.
(Getting a good quality mountain bike is on another planet price wise and out of reach for many Bulgarians hence the limitation of supplies there.)
A cheap MTB is obviously what you want and this is the place for you but don’t expect it to last the course on off road mountain tracks! On these types of bike they would be dangerous, essentially they are fashion MTBs.
